Shirley Elle Posey, CEO and Founder

Shirley Elle Posey is an award-winning educator, author, and strategic visionary innovator in future-forward STEM education. As the Founder & CEO of NeuroElite, she developed the proprietary SE STEM™ Model—a neuroscience-driven framework empowering youth to engineer sustainable futures through critical thinking, innovation, and global collaboration. Shirley is also the creator of the STEM Ambassador Program and STEM Program at Imhotep Institute Charter High School and has led the development of STEM initiatives in Ghana and Kenya, building global bridges through education and impact.

She has successfully managed multimillion-dollar budgets, raised nearly $1 million through fundraising efforts, secured over $250,000 in grant funding, and developed high-impact programs with scalable, results-driven systems. She also designed and implemented a neuroscience-based, hands-on academic enrichment program—iSuccess—at two junior colleges. The program achieved 88%–96% academic growth, with participants consistently passing state certification exams on their first attempt. She has developed proven systems that drive student achievement and significantly increase state Science test scores in secondary education.

She is the author of Talk to Tech, a groundbreaking children’s book that introduces incorporating TECH into curriculum and responsible innovation in early learning with academic gains. In partnership with NC100BW (National Coalition of 100 Black Women) and the Philadelphia Eagles, Shirley has advanced clean energy and STEM solutions both in West and East Africa and across underserved communities in Philadelphia and across the US, piloting innovative STEM and sustainability models.

Deborah Toney Moore is a strategic operations leader and compliance-driven executive with over 25 years of experience in youth advocacy, community engagement, and institutional development. As a longtime Community Curator at Imhotep Institute Charter High School, she has played a key role in shaping sustainable educational programs, overseeing partnerships, and ensuring organizational compliance.

Deborah was awarded a City of Philadelphia Citation in recognition of her extraordinary contributions to youth empowerment and her success in fundraising initiatives that have directly impacted underserved communities. Her grassroots leadership at both Imhotep and Hambree reflects a deep commitment to operational excellence, cultural authenticity, and scalable community innovation. Known for her meticulous attention to detail and policy alignment, she brings the heart of an advocate and the discipline of a COO to every initiative she leads.

Jay Muchemi,

Chief Strategy Officer and CoFounder 

Jay is a visionary operations and strategy executive with over a decade of leadership experience in education, healthcare, and nonprofit sectors. As a results-driven leader, Jay specializes in scaling operations, optimizing processes, and driving enterprise-wide efficiency through strategic innovation and data-driven decision-making. Currently serving as Director of Operations for the School District of Philadelphia, which oversees more than 250 schools, Jay has led transformational initiatives, including the modernization of student records management,expansion of professional development programs, and implementation of high-impact customer service strategies. Her ability to align operational efficiency with strategic vision has delivered measurable improvements in performance, compliance, and stakeholder engagement.

Throughout her career, Jay has held executive leadership roles overseeing multi-million-dollar budgets, vendor negotiations, and large-scale policy development. Her expertise spans executive leadership, financial oversight, and risk management, with a track record of executing high-stakes initiatives that enhance organizational resilience, operational excellence, and long-term sustainability. Quincy Burgess,

Dr. Quincy Burgess is a global education strategist, innovation executive, and cross-sector leader with deep expertise in entrepreneurship, manufacturing, and systems design. With a career spanning the U.S., Israel, Kenya, Canada, and Bermuda, Dr. Burgess has combined policy, education, and enterprise to drive scalable solutions in poverty reduction, youth empowerment, and grassroots innovation.

He has collaborated with international organizations including the United Nations, Oxfam, and Christian Aid, and has consulted with the governments of Ghana and Liberia to develop high-impact strategies for national development. As a C-level advisor and education entrepreneur, Dr. Burgess has led pioneering initiatives—from founding micro-schools and launching educational programs in underserved regions to designing a curriculum that enabled girls in Kenya’s largest slum to transition into elite U.S. boarding schools.
